CannServe is the mandatory training pathway for hotels, lounges, restaurants, and service-sector professionals seeking to integrate cannabis into hospitality operations in Dominica’s regulated market. Jean-Stéphane Dupervil is a proven leader in regulated industries, with a career spanning pharmaceuticals, life sciences, and cannabis. Currently Director of Manufacturing at the Biologics Manufacturing Centre (BMC) in Canada and Board Member at Calm Caravan Export Company, he combines deep operational expertise with a global vision for compliant, high-quality production.

As President and Chairman of the Ontario Cannabis Association, Jean-Stéphane has championed the professionalization of cannabis operators, building bridges between license holders, regulators, and international partners. His leadership has been instrumental in raising standards for quality, compliance, and business growth across Canada’s legal cannabis market.

With a background in finance (CFA) and management training from McGill University, Jean-Stéphane brings rare versatility: financial discipline, regulatory mastery, and operational excellence. His past roles include VP International Operations and Head of Quality at Heritage Cannabis, where he oversaw expansion into new markets, as well as senior leadership at CannaCure Corporation and global pharmaceutical companies.

CannServe – Frequently Asked Questions (FAQ)

Yes. Completion of CannServe (and its mandatory core modules) is required by the NCRC before any lounge, hospitality, or service license can be issued.
It ensures that all operators and employees understand the legal, health, and safety obligations specific to serving or hosting cannabis experiences.

Because cannabis service is regulated differently than alcohol or food.
CannServe teaches you how to manage:

  • responsible service and consumer safety,

  • product handling and traceability,

  • staff and guest liability,

  • compliance inspections and reporting.
    It protects your business and your license.

CannServe is not a license.
It is a mandatory certification program that qualifies you to apply for one.
After successful completion, you can submit your Consumption Lounge, Wellness Center, or Hospitality Service License application to the NCRC.

You still need the CannServe certificate.
All employees — from receptionists to servers and compliance officers — must complete the required modules before employment.

Experience is valuable, but CannBase certification is mandatory. It ensures everyone operates under the same recognized standards of law, safety, and compliance, regardless of background.

If you have already passed CannBase, your XCD $320 fee is fully credited toward your CannServe tuition.
You only need to complete the CannServe-specific modules (CL-208, CL-230, RE-220, and QAC-104).

Absolutely.
The program welcomes international participants, especially those planning to operate or partner within the Caribbean region.
Future recognition agreements are being developed with other Caribbean governments to harmonize certifications across the region.

CannServe combines hybrid learning:

  • Online modules (law, compliance, responsible service)

  • Onsite workshops (hospitality simulation, quality control, safety drills)
    Certain sessions can be completed remotely, but final evaluation requires an in-person component.

Yes. CannServe is officially recognized by the Government of Dominica and aligned with the Cannabis Act & NCRC regulations.
All certificates are issued under the authority of CaribCanna – The Caribbean Academy of Cannabis Sciences, the region’s accredited training provider.

You can retake the assessment during the next cohort.
The academy offers feedback and preparation support to ensure you meet the compliance standard.

The CannServe certificate is valid for 2 years, after which a short refresher module must be completed to renew your credential.

No.
Certification is a prerequisite, not a guarantee.
Your license application will still be reviewed by the National Cannabis Regulatory Commission (NCRC) based on location, business plan, and operational readiness.
