Who Must Take It? Responsible Individuals, Occupational Licensees, Facility Operators, Medical Practitioners, Pharmacies & Health Establishments, Traditional Healers, Brokers, and core staff attached to any licensed operation.
Individual Fee XCD $300 per learner. Group rates available for cooperatives/companies.
A portion of each enrollment is remitted to the NCRC.
Credit policy: If you later enroll in an eligible program bundle (e.g., CannGrow, CannCare, CannServe) within 12 months, this module fee is fully credited toward that program’s tuition.

  • Introduction to Dominica’s cannabis legal framework and policy objectives.
  • Role, powers, and organization of the CLA/NCRC; interface with other ministries.
  • Licensing categories (cultivation, processing, infused, retail/dispensary, lounge, transport, lab, waste, R&D, broker, cooperative, sacramental, health establishment, occupational).
  • Cross-cutting duties: traceability, testing, taxation, security, record-keeping, reporting.
  • Medical, sacramental, cultural frameworks: boundaries and permitted activities.
  • Operational rules: possession limits, transport manifests, purchasing & selling, advertising and packaging basics.
  • Sanctions & remedies: suspensions, revocations, corrective actions, and appeals.
  • Compliance lifecycle: pre-license readiness, inspections, renewals, change controls.
  • Good compliance practices: SOP baselines, governance, training, CAPA.
  • Government reporting: formats, timelines, evidence standards, audit readiness.
